The Regulations for Postgraduate Education of Selçuk University
THE INSTITUTE OF SOCIAL SCIENCES

GOAL AND SCOPE
ARTICLE 1
THE REGULATIONS FOR POSTGRADUATE EDUCATION
 This regulation organizes the postgraduate education of Selçuk University in accordance with the principles and rudiments of the Postgraduate Education in conformity with Law for Higher Education No: 2547, article 65.
Higher Education includes the programs of Master’s Degree, Doctorate and the Efficiency in Art.

THE ACCEPTANCE OF STUDENTS
THE REGULATIONS FOR POSTGRADUATE EDUCATION
ARTICLE 2 The students are enrolled to the programs for higher education according to following rules and regulations.
a) Terms of Application for Masters with Thesis and without Thesis:
For the acceptance to the Postgraduate Program, the candidates must have minimum score of 45 at Post-Graduate Education Entrance Examination (ALES) as a score type which the department the candidate applies for.  
The success levels of the candidates are determined for the entrance to the postgraduate study without thesis through considering their scores of Post-Graduate Education Entrance Examination (ALES) and ranking them in accordance with their scores. 
The success levels of the candidates are determined for the entrance to the postgraduate study without thesis through adding 75 of Post-Graduate Education Entrance Examination (ALES) to 25% of the interview scores and the candidates are ranked beginning from the one with highest total scores.
In the related departments, 50% of the contingents are separated for those who graduate from undergraduate programs of the related department with a degree of the first and second. Those candidates aren’t interviewed.  In case such applications are over the 50% of the contingents, their LES scores are considered and the candidates are ranked according to their scores. The candidates more then contingents are interviewed and evaluated with the other candidates.
b) Terms of Application for Doctoral Programs:
Diploma and the Graduation Average: In order to apply the doctoral programs, the candidates should have the diploma of undergraduate or postgraduate programs, the diploma of faculties such as Medicine, Dentistry and Veterinary which require minimum 10 years of education except the preparatory classes, undergraduate or postgraduate levels from the Faculties of Pharmacy and Sciences or the authority of expertise in a laboratory branch which is in accordance with the regulations of the Ministry of Health. The gpa’s of those candidates for undergraduate programs should be minimum 70 for the graduates of undergraduate programs with 4 years of education in the system with the grading system of 100 and have the average grade of 2,5 in the grading system of 4. 
The LES or TUS Scores: The candidates should get minimum 45 grades from Post-Graduate Education Entrance Examination (ALES) in the program type of the department he has applied for, and 55 standart score for those who apply for doctorate programs with undergraduate and postgraduate diplomas of branch teaching.  The results of postgraduate entrance exams with international validity are evaluated in accordance with (e/1) article of 6’th clause of this regulation. However, the graduates of the Faculty of Medicine who apply for the doctoral programs of basic medical sciences have to have minimum basic medical score of fifty (50) from the Examination for Specialty in Medicine (TUS). 
The Evaluation: In the determination of final grade in the acceptance of students to the doctoral program; 50% of the LES score, 30% of the undergraduate or postgraduate gpa and 20% of the interview scores are accepted; for the graduates of the faculty of medicine who apply for the programs of basic medical sciences, LES or TUS basic medicine scores are considered.
Foreign Language Examination: The candidates who get right for exact registration need to get the minimum score of fifty from UDS or KPDS or get a score from one of the foreign language examinations (TOEFL, IELTS and others) determined by the Interuniversity Committee   (TOEFL, IELTS etc) and accepted by the Senate of University. The students who cannot provide the required foreign language scores are given one year to learn foreign language. They may take the advantage of the student rights during that time. The period given for learning a foreign language isn’t included to the period for doctoral program. The students who fail in getting required scored from the foreign language are discharged from the institute. The article (a) of the second clause in this regulation is applied for the foreign students.  
The candidates who study a foreign language for the doctorate take another foreign language in the exams.
c) In order to apply for the study of competency in art, the candidates should have an undergraduate or a postgraduate diploma and get standart LES score of 45 in Verbal Section. The level of foreign langage a candidate should have is determined by the senate of university.
For the acceptance of students to the program of competency in art, the proposal of the presidency of Department of Art of the institute and approval of Administrative Body of Institute, the gpa of undergraduate or postgraduate and interview/aptitude test/portfolio are evaluated. The contribution of LES score is 50%, the gpa of ubdergraduate and/or postgraduate is 30% and the contribution of interview, aptitude test, portfolio examination is 20%. 
d) The subjects which foreign students coming from the countries which have mutual cultural agreements with Turkey and coming from Turkish States and Relative Communities have studied during undergraduate and postgraduate studies, their gpas and reference letters and personal data and documents, if available will be analyzed by the presidency of related department; then those whose scientific levels are regarded efficient are accepted to the postgraduate program. 
For the foreign candidates, foreign language is Turkish. Foreign candidates gain right to attend a master and doctoral program after getting minimum score of seventy in Turkish Language examination carried out by a jury of three people chosen by the administrative board of the institute.   Those who fail in this examination are granted leave of absence for a year in order to learn Turkish. The foreign candidates who fail in Turkish Language examination which is held in the same method within a year lose their rights for enrolling to undergraduate and postgraduate programs. 
The foreign candidates who apply for departments which are related to a foreign language are interviewed in that language beside the examination of Turkish Language. Those who fail in that language are given one year to learn it. The foreign candidates who fail in the foreign language exam within that period lose their rights for enrolling to the programs they have applied for.
 The foreign students who have completed an undergraduate or postgraduate program in Turkey need to take the exam of LES but there is no obligation for minimum 45 scores. Those who have completed their undergraduate or postgraduate education abroad aren’t required a LES exam certificate. 
e) The Rectorate of Selçuk University announces the postgraduate programs opened by the institutes, necessary documents to apply, expiry date for application and other matters through advertisements. The abovementioned advertisement may be executed in order to enroll students at the beginning of every semester.
The candidate students apply to the directory of related institute attaching the required data and documents before the expiry date given in the advertisement.
f) The administrative board of the institute established a jury of five people of whom three are permanent and two of them are talesmen, especially among the related department in order to carry out the exams of the interview/aptitude tests. The jury has to submit the exam results to the administrative board in two days.
g) The research assistants who were appointed to give postgraduate training in newly developed or developing universities or high tech institutes may be assigned to give postgraduate education upon the suggestion of the related university ot high tech institute, the opinion of the Assembly for Training Lecturers and Researchers and the decision of Higher Education Council without any further examinations at Selçuk University.
Thesis projects of those research assistants are supported by their own universities or high technology institutes.

SCIENTIFIC PREPARATION PROGRAM
ARTICLE 3
THE REGULATIONS FOR POSTGRADUATE EDUCATION
 a) In the postgraduate and doctoral program, a Scientific Preparation Program may be applied in order to remedy the deficiencies of the candidates whose characteristics are given below:
1) The candidates who completed their undergraduate study in different fields instead of the undergraduate or postgraduare programs,
2) The candidates of postgraduate program who completed their undergraduate study in the higher education institutions except the institutions they applied for,
3) The candidates of doctorate who completed their undergraduate or postgraduate study in the higher education institutions other than they studied,
4) The candidates who completed their undergraduate or postgraduate on the fields of study other than they applied for.
b) The period of the scientific research program is minimum a semester and maximum a calendar year. The period can’t be prolonged for any reason and the period spent in this program is excluded from the period of postgraduate education.
c) According the article (a) and (b) of the clause 2, the administrative board of the institute decides about the attendance of the students to the scientific preparation program and which subjects to be studied by the students who obtain the right of exact registration upon the suggestion of the head of the department. The subjects may be chosen from undergraduate and postgraduate programs. The subjects to be taken in the scientific prepatary program don’t stand for the necessary subjects to complete the related postgraduate program.
d) The students have to take minimum four courses on condition that they are twelve credits.
e) In the examinations to be held at the end of program, the student who fails in getting the envisaged final grade is discharged from the institute. The students who succeed in their courses continue postgraduate education in the following term. 
f) The students in the scientific preparation program have the same right with the other students in postgraduate program and they have to obey the decisions of the related senate about the postgraduate students.
g) The candidate who completes the scientific preparation program, upon his/her request, is given a document showing the taken courses during the scientific preparation program and his/her status by the directory of the institute.

THE ACCEPTANCE OF PRIVATE STUDENTS
ARTICLE 4
THE REGULATIONS FOR POSTGRADUATE EDUCATION
 The individuals who are graduates or current students of a higher education institution, those who want to increase their knowledge on a definite topic may be accepted to postgraduate coursese as private students upon the suggestion of the related institute department and the approval of the administrative board of the institute. Those who attend courses as private students can’t benefit from the student rights.
The acceptance as a private student occurs through the decision of the board of directors upon the application of the individual and opinion of the head of the department. The private students have to obey the procedures and principles which normal students attending the courses have to obey. The students who succeed in the courses, upon their request, are given a document showing the taken courses during the scientific preparation program and their status by the directory of the institute. 
When the pirvate students turn into real students after they fulfil the conditions of accepting students to the postgraduate program they have attended on condition that it doesn’t exceed four semesters; the courses they have succeeded, the credits they have taken related to the department, firlds of science so long as they don’t exceed the half of the credits of the program they are attending may be regarded valid upon the suggestion of the head of department and the approval of the administrative board of the institute.

THE ACCEPTANCE OF PRIVATE STUDENTS THORUGH UNDERGRADUATE TRANSFER
ARTICLE 5
THE REGULATIONS FOR POSTGRADUATE EDUCATION
 The students who have completed at least one semester in another department in the related institute or postgraduate education program of another higher education institution may be accepted as students through undergraduate transfer considerin the conformity to the conditions of the second clause of this regulation upon the opinion of the presidency of department and the decision of the administrative board of the related insttute.
The application to the undergraduate transfer is made to the related institute one month before the beginning of the semester. The opinion of the presidency of department is taken and evaluated by the administrative board of the insttute.
The students in the thesis phase of another department in the related institute or postgraduate education program of another higher education institute except those having less than three months before normal thesis submission date for master’s degree and six months before that time for doctorate may demand for undergraduate transfer.

ENROLLING TO POSTGRADUATE PROGRAM
ARTICLE 6
THE REGULATIONS FOR POSTGRADUATE EDUCATION
 a) The candidates who succeed in the examinations determined in the second clause and take their places in the main list announced by the directory of institute have to carry out exact registration through submitting the required documents to the related institute within seven days after the announcement. Those who fail in enrolling within that period are rotatively substituted with the students from the waiting list. 
b) Assignment of a Supervisor: A counselor is assigned by the administrative board of the institute at the beginning of the semester among the academic members or instructors with the title of doctorate for the students who enroll to postgraduate education and obtain the right to attend the courses upon the suggestion of the related head of department.
c) Re-registration: The students of postgraduate and doctoral programs have to re-registrate within the first week of every semester in accordance with the fundamentals determined by the administrative board of the institute. Those who don’t re-registrate within that period can’t take the courses of that term and this period is included to the envisaged maximum education period. The students who don’t renew the registration for two years in row are discharged from the institute.
d) Freezing the Registration: The administrative board of the institute may freeze the registration of the students who fail in attending the courses due to the reasons preventing the attendance to the postgraduate or doctoral education programs such as diseases, birth, natural disasters, military service, and assignment abroad and so on up to two years. Among the excuses mentioned above, a report to be taken from any official inpatient treatment institutions for diseases and birth an official document from the local civilian authority for natural disasters and similar  occasions. The period of freezing registration can’t be included into the education period.   
e) Exemptions:
LES Score: The candidates having a total of minimum 1100 from quantitative and analytical sections of "Graduate Record Examination" (GRE) with international validity and minimum 550 from the exam of “Graduate Management Aptitude" (GMAT) considered to have a valid LES score.
Foreign Language: The candidates who fuillfil the requirements of one of the foreign language(s) the institute demanded for application to the related postgraduate program are exempt from foreign language examination. 
1) Those who completed the whole of their postgraduate and/or doctoral education in a foreign language accepted by the Board of Higher Education,
2) The foreign students who certificate that they completed their undergraduate study at a university that services in Turkish and those who applied for a doctoral program should certificate that they studied one of their undergraduate or postgraduate sections of a university an dthose who were found successful in the Turkish Course of the Language Teaching Centers in the universities of Turkish Republic during the last two years.

COURSESE, ATTENDANCE AND CALCULATIN OF EXAMINATIONS AND FINAL GRADES

ARTICLE 7
THE REGULATIONS FOR POSTGRADUATE EDUCATION The semester credit value of a postgraduate lesson is a total of weekly period of a lesson which goes on during the semester and weekly hours of an applied course or laboratory hours. 
The students starting the postgraduate education have to have their lessos registered within the first week of every semester with the suggestion of their supervisors and the approval of the head of their department. 
The students may chose their subjects to study among the postgraduate subjects taught in another institute or other domestic or foreign hiher education institutions upon the suggestion of their supervisor and the head of their department and the approval of the administrative board of the institute.  
During the schooling periods, the institutes may teach the students the subjects such as “The Principles of Research and Publishing” and “The Use of Statistical Package Programs” with the decision of the institutes.
In order to take the examinations, the students have to attend the 70% of the theoretical courses and 80% of the applied courses and laboratory studies. Those who don’t fullfil the requirement of attendance are regarded unsuccessful in that lesson.  
For the postgraduate subjects, minimum a general test and an additional test are given for each subject every semester according to the academic calendar determined by the senate of university. Graduate students with thesis or without thesis have to get at least seventy out of whole hundred scores; the doctoral students need seventy five to be regarded successful in the exams.  The seminar course has no credit and the grade is given as “successful” or “unsuccessful”. The results of the institute are submitted to the institute in ten days at the least.  .
The students who fail in a subject have to take the course again. Those who fail in the same subject for the second time are discharged from the institute. In case the courses which the students failed are not in the list of subjects, another subject may be chosen upon the suggestion of the supervisor and approval of the admisitrative board of the institute.
The thesis advisors may open courses maximum weekly eight hours called “the course of profession” after the student finishes the courses with credits and acceptance of the topic of the thesis by the administrative board within the period of thesis phase which its content is determined by the administrative board of the institute.  The students have to succeed in that lesson.

MASTER PROGRAM
THE REGULATIONS FOR POSTGRADUATE EDUCATION
ARTICLE 8 The master program is carried out in two ways such as with or without thesis.
The master programs with or without theses are determined by the administrative board of the institute upon the approval of the head of department in accordance with the principles determined in the regulations.

THE OBJECTIVE AND CONTENT OF THE MASTER PROGRAM WITH THESIS
THE REGULATIONS FOR POSTGRADUATE EDUCATION
ARTICLE 9 The purpose of the postgraduate with thesis provides the students the ability of reaching the knowledge through scientific researches, evaluating and interpreting the knowledge. This program includes at least seven courses on condition that they are not less than twenty one credits, a seminar course and a thesis study. The seminar course and the thesisstudy have no credits and considered as successful or unsuccessful. The student has to re-register for the thesis study after the beginning of the third semester.
Maximum two of the courses the student will take may be chosen among the undergraduate courses on condition they they weren’t studied during the undergraduate program. Moreover, the courses may be chosen among the courses of other higher education institutions upon the suggestion of the supervisor of the student and the head of department of institute and the confirmation of the administrative board of the institute.

DURATION
THE REGULATIONS FOR POSTGRADUATE EDUCATION
ARTICLE 10 The completion period of master program with thesis is four semesters. After four semesters, the students who successively complete the courses with credits and seminar courses are expelled from the university. According to this regulation, the student who is determined to be unsuccessful upon the report of the supervisor and the decisinion of the presidency of department may be expelled before the end of that period.
The students who successively complete the courses with credits and seminar course but cannot take the exam for  thesis defense may be given maximum two semesters of extra period to defend the thesis in front of the jury upon the suggestion of the supervisor and the presidency of of department of institute.

ASSIGNMENT OF THESIS SUPERVISOR
THE REGULATIONS FOR POSTGRADUATE EDUCATION
ARTICLE 11 The supervisor who is assigned according to the article (b) of the 6.th clause of this regulation continues his task as the thesis supervisor. However,   the presidency of department of institute suggests the second supervisor to the related institute at the beginning of the semester in case the thesis topic of the student requires specialization and knowledge of a second supervisor. The second supervisor is suggested among the lecturers in the department, the lecturers in another department or in the domestic and foregn high education institutions. The suggestion for the second supervisor becomes definite with the approval of the administrative board of the institute. 
In the assignment of the supervisor, the quantity of the master students per supervisor is determined by the administrative board of the institute considering the characteristics of the department of the institute. In the cases which the supervisor is absent or the change of supervisor is needed, the same process in the assignment of supervisors for the first time is applied and a new thesis supervisor at least in two weeks. The demands for the change of supervisor should have valid excuses.  
The supervisor may open an additional course called “specialized field topics” for the students he is counseling for in addition to all current academic and administrative tasks following the date of acceptance of the thesis project by the administrative board of the institute. Every student has to take specialized field topics. The principles related to the course of specialized field topics are applied by the administrative board of the institute.    
The thesis supervisor of a student may be changed by the administrative board of the institute upon the suggestion of the presidency of the administrative board of the institute.

FINALIZATION OF THESIS
THE REGULATIONS FOR POSTGRADUATE EDUCATION
ARTICLE 12 The student in the program of master with thesis have to type the thesis in accordance with spelling rules for thesis determined by the board of institute and make verbal self-defense  in front of the jury.
The jury for master thesis is assigned upon the suggestion of the presidency of department of the related institute and approval of the administrative board of the institute. The jury includes the thesis supervisor of the student, three original and two reserve members at least one of them are from the related department within the institution or another institution. The second supervisor can’t be the member of jury.
The jury members gather at the least within a month after the thesis is delivered to them and take the student to the thesis exam. The thesis exam includes the sections of the presentation of the thesis and question and answer section. It takes 45-90 minutes ans is open to the auditors. 
After the completion of the thesis the jury mostly gives one of the decisions such as “accepted”, “rejected” or “correction” closed to the auditors. The decisions of rejection or correction should have a reason. This decision is submitted to the institute with a written report within three days after the thesis exam by the presidency of department of the institute. The student whose thesis is rejected is discharged from the institute. The student who asked for correction in the thesis makes necessary corrections and defends the thesis once more in front of the jury within at the least three months. The student whose thesis is rejected again is discharged from the institute.
The students who is absents from the defence exam without any excuses are discharged. However, the student who makes excuse within seven (7) days after the date of thesis defence exam and accepted by the board of the institute is given right of another exam.

DIPLOMA
THE REGULATIONS FOR POSTGRADUATE EDUCATION
ARTICLE 13 On condition that being successful in the thesis exam and meet the other conditions, the student who submits three copies of the bound master thesis submits to the institute within a month after the examination and whose thesis is found in conformity in form is given a master diploma.  
The name of the program of department and main art sections of the institute which the students has followed and profession the tittle, if available, are written on the diploma.

THE OBJECTIVE AND CONTENT OF MASTER PROGRAM WITHOUT THESIS
THE REGULATIONS FOR POSTGRADUATE EDUCATION
ARTICLE 14 The purpose of the master program without thesis is provide the students deep professional information and teach how to us the current information in practice. The master program without thesis may be carried out in the Second Postgraduate Education. This program consists of minimum ten courses and a semester project course on condition that they aren’t less than thirty credits. The term project course has no credit and it is evaluated as “successful” and “unsuccessful”. The student has to register for the term project and submit a written report at the end of semester.  
Maximum three of the courses may be chosen among the undergraduate courses on condition that they aren’t taken during the undergraduate education program.
The instructors can’t register for the master program without thesis.
Upon the suggestion of the presidency of the related department or main art department and the decision of the administrative board of the institute, special conditions may be added for the acceptance to the master program without thesis.

THE ASSIGNMENT OF SUPERVISOR
THE REGULATIONS FOR POSTGRADUATE EDUCATION
ARTICLE 15 In the master program without thesis, the presidency of department of the institute assigns a supervisor for each student who has the title of honorary PhD in order to consult in the selection of courses and carry out the term project at the beginning of the first term. The assignment of the supervisor becomes definite with the approval of the administrative board of the institute.
In the assignment of the supervisor, the number of master students per supervisor is determined by the administrative board of the institute considering the characteristics of the department of the institute.
In case there is no supervisor or the change of supervisor is needed, the process for the assignment of supervisor for the first time is applied and a new supervisor is assigned within maximum two weeks.

DURATION

ARTICLE 16 The duration to completethe master program without thesis is minimum two and maximum six semesters. In accordance with this regulation, the unsuccessful student may be discharged before the end of this period.

DIPLOMA
THE REGULATIONS FOR POSTGRADUATE EDUCATION
ARTICLE 17 The students of master program without thesis who successively complete the courses with thesis and term project are given master diploma.
Upon the suggestion of the presidency of the related department or main art department and the decision of the administrative board of the institute, special conditions may be added for the acceptance to the master program without thesis.

THE OBJECTIVE AND CONTENT OF DOCTORAL PROGRAM WITHOUT THESIS
THE REGULATIONS FOR POSTGRADUATE EDUCATION
ARTICLE 18 The purpose of the doctoral program is provide the students ability to determine necessary steps to carry out independent research, interpret the scientific events through analyzing them with wide and deep perspective.
The thesis to be prepared at the end of the doctoral study should fullfil one of the following qualifications,
a) Bring innovations to the science,
b) Develop a new scientific method,
c) Apply a known method to a new field.
The doctoral program includes minimum seven different courses for the students with master’s degree on condition that they aren’t less than twenty one credits, a proficiency exam, thesis suggestions and thesis study.  For the students who were accepted with their bachelor degree of four years; they take minimum fourteen courses with 42 credits, a proficiency exam, thesis suggestions and thesis study. 
The postgraduate courses may be chosen among the courses given in the other higher education institutions upon the suggestion of the supervisor and the presidency of department of the institute and the approval of the administrative board of the institute. Within the first two weeks of every semester, the processes of add-drop may be made.
The courses of bachelor degree are not included into course load and doctoral credits.
The doctoral programs may be organized in the forms of domestic and foreign integrated programs.The procedures and principles for the appliance of those programs are determined by the Higher Education Council upon the suggestion of the Senate of Selcuk University, the opinion of the Assembly of Faculty Members to Train Researchers.

DURATION
THE REGULATIONS FOR POSTGRADUATE EDUCATION

ARTICLE 19 The completion duration of doctoral program is eight semesters for those who were accepted with their Postgraduate Degree and ten semesters for those who were accepted with undergraduate academic degree. According to this regulation, a student may be discharged from the institute due to their failure, the report of the supervisior and the decision of the presidency of department before that terms ends. The completion of the doctoral program cannot be less than6 semesters and the duration for the preparation of thesis cannot be less than 2 semesters.
Maximum duration for successively completing the credit courses for doctoral program is four semesters for those who are accepted with postgraduate degrees and six semesters for those who were accepted with undergraduate degrees. The students who fail in completing the credit courses within that period or getting the minimum grade point averages required by the higher education institutions are discharged from the institute.      
A student who successively completes the credit courses, is found successful in proficiency exams and whose thesis suggestion is approved, yet can’t take the thesis exam until the end of the eighth semester (ten semesters for those who are accepted with the undergraduate degree) as stated in the first article of this clause is given maximum four semesters of additional period in order to defend the thesis in front of the jury with the suggestion of the presidency of department in the institute and the approval of the administrative board of the institute.

ASSIGNMENT OF THESIS SUPERVISOR
THE REGULATIONS FOR POSTGRADUATE EDUCATION
ARTICLE 20 A supervisor is assigned among the academic members by the administrative board of the institute for the students who has final registration and get the right to attend the courses upon the suggestion of related department. The supervisor continues as the thesis supervisor. However, the presidency of department of institute suggests the second supervisor to the related institute at the beginning of the semester in case the thesis topic of the student requires specialization and knowledge of a second supervisor. The second supervisor is suggested among the lecturers in the department, the lecturers in another department or in the domestic and foregn high education institutions. The suggestion for the second supervisor becomes definite with the approval of the administrative board of the institute. The supervisors are chosen among the lecturers. 
The supervisor may open an additional course called “specialized field topics” for the students he is counseling for in addition to all current academic and administrative tasks following the date of acceptance of the thesis project by the administrative board of the institute. Every student has to take specialized field topics. The procedures related to the course of specialized field topics are applied by the administrative board of the institute.    
The thesis supervisor of a student may be changed by the administrative board of the institute upon the suggestion of the presidency of the administrative board of the institute.

PROFICIENCY EXAM
THE REGULATIONS FOR POSTGRADUATE EDUCATION
ARTICLE 21 The purpose of proficiency exam is to test whether the student has the depth on the basic topics and topics related to the doctoral study. The proficiency exams are carried out twice a year on September-October and March-April on the dates determined by the administrative board of the institute. 
The students who complete the course and seminar and fullfil the other requirements of the administrative board of the institute may take the proficiency exam. The students who are accepted with master’s degree have to take the proficiency exam before the end of the fifth semester (those who are accepted with undergraduate degree have to take the exam before the end of seventh semester). 
Proficiency exams are organized and executed by the qualifying committee of five people who are suggested by the presidency of department of institute and approved by the administrative board of the institute. The tenure of the committee is one year. The committee may form examination juries in order to prepare, execute and evaluate the exams in different fields.
In order to take the doctoral qualification exam, the student should get at the least 50 on a 100 point scale from UDS or KPDS or get the score determined by the senate of University from one of the languages (TOEFL, IELTS) determined by the Interunıversity Committee and accepted by High Education Board. The student who is accepted with master’s degree in foreign language and can’t be successful until the end of fifth semester (the students who are accepted by with undergraduate degree and can’t be successful until the end of seventh semester) aren’t given additional time and they are discharged from the institute. 
Doctoral proficiency exam is carried out in written and verbal forms. The doctoral proficiency committee evaluates the suggestion of the examination jury and academic stand of the student in verbal studies and decides with absolute majority as “successful” or “unsuccessful”. This decision is submitted to the related institute by the presidency of department of institute in a written form within three days after the proficiency exam.  
The student who fails in the proficiency exam is subjected to a test in the following semester again and the student who fails again is discharged from the institute.
Doctoral Proficiency Committee may demand the student who completed the proficiency exam successfully to get additional course(s) after the stipulated in the second article of the 19.th clause even if he has completed the course load. The students who fail in the additional course(s) (until the end of sixth semester for those who are accepted with their master’s degree and eighth semester for those who are accepted with undergraduate degree) are discharged from the institute.
A student who is accepted with undergraduate degree ans succeed in at the least seven courses can be transferred to master program of the same program. Except those who are dismissed due to disciplinary actions, the students who are discharged from the institute may be transferred to the masters program of the same program on condition that he applies within six months after the discharge.

ARTICLE 22 A thesis monitoring committee is formed for the student who is found successful in the proficiency exam within a month upon the suggestion of the presidency of department of the institute and the approval of the administrative board.
The thesis monitoring committee includes three instructors. The committee contains the thesis supervisor, an instructor from the related department of the institute and one from another department. If there is, the second supervisor may also attend the meetings of the committee. 
During the period which the thesis monitoring committee is established, the members may be changed with the suggestion of the related department of the institute and approval of the administrative board of the institute.

THE DEFENSE OF THE THESIS PROPOSAL

ARTICLE 23 The student who successfully completes the doctoral proficiency exam verbally defends his thesis proposal which contains the objective, methods, and study plan in front of the jury within maximum six months. The student submits a written report related to his thesis proposal to the members of committee in fifteen days at the least.  
The defense of thesis proposal is carried out open to public.
The thesis monitoring committee decides in absolute majority as the acceptance or rejection of the thesis proposal submitted by the student. This decision is submitted to the related institute with a written report within three days after the defence of the thesis.
The student whose thesis proposal is rejected has the right to ask for a new supervisor and a new thesis topic. In such a condition, a new thesis monitoring committee may be formed. A student who desires to continue with the same supervisor makes his defense of thesis again within three months and the student who changes the supervisor and thesis topic is taken to the defense of thesis proposal again within six months. The student whose thesis is rejected once more is discharged from the institute.
The thesis monitoring committee is gathered twice, once between the months of January and June and once between July and December for the student whose thesis proposal is accepted. The student submits the members of the committee a written report at least one month prior to the meeting. In this report, the summary of the activities that have been executed so far and the study plan for the following period are determined. The thesis study of the student is stated as “successful” or “unsuccessful”. The student who is found unsuccessful continuously twice or three times in total by the committee is discharged.

THE FINALIZATION OF THESIS

ARTICLE 24 A student in the doctoral program has to write the thesis in accordance with the spelling rules for thesis determined by the institute and verbally defend it in front of the jury.
The jury for doctoral thesis is assigned upon the suggestion of the presidency of department of related institute and the approval of the administrative board of the institute. The jury includes five original members; three instructors in the thesis monitoring committee and at least one member from another higher education institution and two reserve members one of them from another education institution.
The jury members gather within one month after the submission date of the thesis and take the students to the examination. The thesis examination consists of presentation of the thesis study and the following question-answer section. Its duration is 60-120 minutes. The thesis examination is executed open to public. 
After the completion of the thesis exam, the jury makes a justified decision as “accepted”, “rejected” or “correction” in a session closed to public.  This decision is submitted to the institute with a report within three days after the thesis examination. The student whose thesis is rejected is discharged from the institute. The student who is decided to make corrections does what is necessary within six months and defends in front of the same jury if possible. The student whose thesis is rejected once more is discharged from the institute.

ARTICLE 25 On condition that being successful in the thesis exam and fullfil the other requirements, the student who submits at least three copies of the bound doctoral thesis within a month after the date of examination for thesis and fullfil other requirements demanded by the administrative board of the institute and whose thesis is found in conformity with forms gains the right to get doctorate diploma.
On the doctorate diploma, the approved name of the program in the institute department which the student has followed.

THE OBJECTIVES AND CONTENTS OF PROFICIENCY IN ART

ARTICLE 26 The study of competency in art is a higher education program which aims the introduction of a specific piece of art and a perfect application and creativity in music and performing arts. The branches to open the competency program in art are determined by the Higher Education Council upon the suggestion ofinteruniversity council.
The program of competency in art consists of at least seven courses which are not less than twenty one credits and applications and activities such as thesis or exhibition, project, recitals, concerts etc. 
The graduate courses may be chosen among the courses of the other higher education institutions upon the suggestion of the presidency of the main branch of art and the Administrative Board of the Institute.

ARTICLE 27 The 19.th article of this regulation is applied in the completion of the programs for Proficiency in Art. The students who were found unsuccessful according to this regulation may be discharged from the institute before that period ends.

ARTICLE 28 An instructor is assigned by the administrative board of the institute for each student who performs the exact registration for the postgraduate education and gets the right to attend the courses in order to consult them in the selection of courses and applications and execution of thesis or exhibitions or projects at the beginning of the semester. 
The supervisor is chosen among the academic members or instructors with the tittle of PhD.
The thesis supervisor of a student may be changed by the administrative board of the institute upon the motivated suggestion of the presidency of the department of the institute.

PROFICIENCY EXAM

ARTICLE 29 In order to complete the activities of Competency in Art, a students should get at least fifty on a hundred point scale from UDS or KPDS or get the score determined by the Senate of University in the foreign language exams (TOEFL, IELTS etc.) determined by the Inter-university Council. Foreign students have to take another foreign language except their nother tongues or Turkish.
Foreign language is Turkish for the foreign students. Foreign students who get seventy in the exam of Turkish Language which will be carried out by the jury of three people to be chosen by the administrative board of the related institute may attend the graduate program. The students who fail in this exam are given a year to learn Turkish. The foreign students who fail in the second examination of Turkish Language to be held in the same form within a year lose their right to register to doctorate programs.
The student who prepares the thesis has write a text which gives the results, the student who prepares an exhibition or a project which explains and documentates the study in the form according to the spelling rules accepted by the institute and verbally present the thesis, exhibition or project in fron of the jury.
The jury is assigned upon the suggestion of the presidency of the main art department of the related institute and the approval of the Administrative Board of the Institute. The jury includes five members whom one of them is the supervisor of the student, two of them are the members of other higher education institutions.
The members of the jury gather within a month following the submission of the aforesaid thesis or the text to them and take the student to an examination. The examination includes the presentation of the activity of proficiency in art and following question-answer section.
After the completion of the exam, the jury decides in the absolute majority in a closed session to public as “accepted”, “rejected” or “correction” related to the thesis or exhibitions, projects, recitals, concerts and performances. This decision is submitted to the institute by the presidency of main art department of the institute within three days following the examination. The student whose activity of proficiency in art is rejected is dismissed from the institute. The student whose activity of proficiency in art is returned for correction does what is necessary within maximum three months and defends the thesis, exhibition and project again in front of the jury. The student whose activities for the proficiency in art isn’t accepted is dismissed from the higher education institution.

ARTICLE 30 The students who is successful in the Proficiency Study in Art are given a diploma determining a tittle in convenient to the branch of art on condition that other conditions are also fulfilled.

THE PROGRAMS RELATED TO THE PLACEMENT OF BRANCH TEACHING IN SECONDARY EDUCATION

ARTICLE 31 Two types of programs may be organized in order to train branch teachers of secondary education:

a) The Integrated Graduate Programs Plus Postgraduate Program without Thesis: The faculty of the related field (the field faculty) and education faculties and related departments of the institute collaborately organize integrated graduate plus postgraduate programs without thesis. The students in the graduate level of these programs take the courses of first seven semesters from the field faculty. The students who complete all these courses successfully take courses and applications which include how to teach that field from the education faculty and the students who successfully complete are given a graduate diploma which contains the name of the field as major and the name of the education faculty as the side field. 
The students who complete the graduate level are directly transferred to postgraduate stage without thesis which is carried out as the department of the institute of the related institute. The students who complete all the requirements envisaged for the graduation within a period equal to two years in the postgraduate stage are given a master’s diploma.
b) The Postgraduate Program without Thesis: In order to train the students who receive graduate diploma from the programs determined by the Higher Education Council as teachers of secondary education related to the programs of their graduate diploma for a period equal to three semesters. The students are chosen and placed into such postgraduate programs through an examination whose procedures and principles are determined by the Higher Education Council. 
The conditions for the entrance and graduation of the integrated graduate plus postgraduate programs without thesis and postgraduate programs without thesis and the procedures and principles related to the execution of these programs which are organized to train branch teachers of secondary education are determined by the Higher Education Council through receiving the opinion of  inter-university council.

SPECIAL PROVISIONS

ARTICLE 32 The student who is discharged from the postgraduate program from various reasons may apply the same program again.
The student who is discharged during the stages of credit and seminar and reapplies the same program again cannot take the proficiency exam before one year; he can’t re-take the courses which he succeeded previously. He may take the courses suggested by the supervisor. In case he is dismissed after a period he succeeded in the proficiency examination and less than two years passes after the discharge; the candidatecontinues his education from the same level. The student who is dismissed through rejecting his thesis starts the postgraduate program from the beginning.
